I am testing the helpdesk application. I have created an IT Helpdesk in one site and an HR Helpdesk in another. Is there a way to merge an End Users (Requestors) tickets into one list using a widgets so they can see all their requests regardless of the HelpDesk they submitted to?

At the moment, HelpDesk does not support such a feature, but you can request paid support to implement it. Just send a message to support@plumsail.com with the request.
