I would like to create a 'I agree to these terms' checkbox which also has a mandatory requirement before moving to the next wizard as well as at the end of the form before being submitted.

You can create a Choice field with a single option 'Yes' and make it required:
Thus a user will have to check the field to move to the next wizard step.
