Create library from a template fails to use the template

I am trying to create a library for document archives based on a template but have been unsuccessful in getting it to use my template.

I have reduced it down to creating a document library from the standard “Document Library” app with one extra column added. I saved the library as a template called Test then created a single line workflow to create a new library (Test2).

When I ran the workflow, Test2 was created but did not use the template Test but used the standard “Document Library” built in app

Am I missing something in the setup?
