I grant to user only create and read permission on a list without edit.(because i dont want to use they quick edit, but want quick edit to be allowed to admins). And when user try to add document to attachments he have permission error that can not be attached doc. When i give to user edit to list it works ok. Is it possible only with read and create permission to add documents to attachment?

In Modern UI, user should have edit permission to be able to attach file to item. Please see this Microsoft community post:
