List Library Customize Column

I am wondering if there is a way to customize a column in the List Library control simiar to how we can in a SharePoint list (https://docs.microsoft.com/en-us/sharepoint/dev/declarative-customization/column-formatting)

I applied this to one of my views, hoping it would carry over to the form, but it did not.

Basically what I want to do, is change the column (Title) that links to the Open Dialog to appear differently.
