Move a document in library ABC that is inside document set 123
To
Library DEF inside document set 123
It would also have to retain all of the metadata and versions. Both libraries are in the same site.

Thank you for your message.
You can use the “Move Document from Library” action for this case.
This action will move a document from one of a document set to another document set.
But, unfortunately, versions will not be retained.
