How can I create a day/night mode for forms? I would like to give users a chance to toggle this on/off should they wish to use this.

Our forms are based on SharePoint UI and SharePoint themes, and as we far as we know SharePoint does not support Light/Dark modes. Only one theme can be applied to a site for all users.
Once the dark/light mode appears in SharePoint, we'll consider adding the support in Forms.
