We are evaluating the Dashboard designer and really like the tool but have some concerns about having to trust/load js from static.spform.com. This is both from a security perspective but also from an availability point of view. Would there be an option for us to host the js files ourselves?
Also is this only required for modern pages (so classic pages only require the provider hosted app)?

No, you cannot host JS-files. The only option here is using SharePoint on-premises. Dashboard Designer for SharePoint on-premises keeps all files inside your web-application.
Regarding the availability, we store files in highly available CDN from Cloudflare. Also, you will receive upgrades of the app for SharePoint Online automatically whereas on SharePoint on-premises you’d need to upgrade the solution by yourself.
