Attachment to Email is not working

I am trying to complete a workflow that creates a PDF document and attaches the document to a email. I have reviewed the documentation many times and am unable to resolve this issue.

I can create the PDF document successfully and the email is successfully sent with Exchange, but the attachment is not included in the email.

I noticed the statement that an Admin user and password must be used to accomplish this function.
I am using a Site Collection Administrator user id and password. I do not have a Site Admin user id or password because we are on a Sharepoint Online Farm. We are only one Farm on this site and do not have Admin priviledges. Could this be the cause of the issue? Any help would be appreciated.
