Cannot instantiate a site template

When I create a site template containing a workflow using actions from the Workflows Action Pack, I cannot create a new site based on this template on Sharepoint Online 2013 (Office 365).

I receive the following error message:

Microsoft.Workflow.Client.ActivityValidationException: Workflow XAML failed validation due to the following errors:
Cannot create unknown type '{clr-namespace:Plumsail.ActionsPack}GrantPermissionOnItem'. HTTP headers received from the server - ActivityId: f4e9c96f-6b28-4784-ab21-07df5d44c7f8. NodeId: . Scope: . Client ActivityId : b6eaf39c-5035-1000-b51c-c7be9ff4a07c. ---> System.Net.WebException: The remote server returned an error: (400) Bad Request.

Is there something I can do in order to avoid this error ?
