The installer sits at around 50% saying that it’s Waiting for solution deployment job to complete.
I’ve also tried installing manually but the status sits at Deploying and never changes.
Any clues as to why this might be happening?

Alternatively you may try install WSP package via PowerShell.
I found the problem and was able to fix it and now the Workflow Actions are installed.
It was caused by the Timer Service cache being corrupted.
Once cleaned up, the Timer server was stable and I was able to run the installer.
