The error most likely not related directly to the Documents action but to Power Automate itself.
Please check out the Power automate community thread. They discuss a similar error message. Probably the solution will help.
Also, I'd recommend you trying Documents Processes.
It can be integrated with different systems, not necessary Power Automate. For example, you can trigger it in Zapier.
