How to Enable or Disable Section in the Form?

Hi,

I am new here. I want to know what is the best way to create a few section in a single form or for each tab in the form. Is it by used accordion or tables?

Then how to do enable or disable section by stage. I mean let say first tab for the form is Identification. In this tab have few section form. Each section must be filled by the person in-charge for that section. So after done one section, save and proceed to another section the last edited section have been enabled to edit and can view only. Can someone help me regarding this problem?
