I want to display user from master Manager list on form in the dropdown. so user will select the appropriate Manager from the drop down list and submit the form. Thanks.

Is Manager list a SharePoint list?

If so, you can save the manager name to a text column, and create a lookup field pointing to that column. Thus manager names will be displayed in a dropdown.
