Working on the trial at this time and in a test environment. I’m trying to understand Filtration. is it possible to filter by person and then see all below that person?

Yes, it’s possible. If you are using User Profiles as the Data Source you would need to set up the Root ID as the account email of a person. If you are using a SharePoint list it can be, for example, the ID of a user. Org Chart will be built with this user in the top of the hierarchy and will show only those employees who are under this user.
