Padding between Fields (rows)

I am a little frustrated, but I might be doing something wrong....I am trying to reduce the space between rows of fields. On all forms, I reduce the label and value text to 12 from the default, I end up with a lot of space between rows of fields. I try to change the padding on the top and bottom but it does not appear to change anything in the layout of the forms when they render.

Any suggestions?
