IS it possible to include a People Picker field to my widget New Ticket form?
If not is there a workaround of some kind?

Well, if we're talking about a widget, then it's not a SharePoint form, but a public web form. So it has no direct access to SharePoint.
There are ways to get information from SharePoint lists (such as Contacts list) to the form, but it's still not going to be a people picker and the ways are not very straightforward, requiring quite a bit of configuration.
