I setup the Dropdown control, select Excel file, it sees my Onedrive, the excel file, the columns, and everything populates in the configuration fine. However, when I go to preview, hit the dropdown, you get the spinny thing while it fetches the dropdown values and then I get "No Data Found". The excel file does have data,

Are you using Public or SharePoint forms?
In SharePoint forms there is no option to get data from the excel file. Maybe you are using the Lookup control?
Please share the screenshot of the control settings like so:
