Sharing a ticket with another user (who is not on the ticket)

What's the best way to share a ticket with another user? From what I gather, adding them to the CC field and then adding a note is one way. They would then get an email notification and see the entire chain.

Any other way?

If you mean sending a notification only to the newly added contact without adding a reply, that is possible only through a Power Automate flow after comparing the current and previous version of the CC field. Do you need help in configuring such a flow?
