I am having admin rights to Azure AD and trying to create account using SP designer workflow but it says Exception: Unable to create this user because the user principal name provided is not on a verified domain, can you help me what I am doing wrong here.

Please make a screenshot of the configured workflow action and send us at support@plumsail.com.
I suppose something wrong with arguments.
My first suggestion that you specified a user with a wrong domain name.
