Please confirm what are the limitations of the Dashboard designer, to understand if it can meet up our business requirements.
We have SharePoint 2013 based custom list with data pulled using workflow and calculated columns. Will the Dashboard designer show that data on the homepage or where ever we add the Plum webpart?
What are the areas that are yet not covered?

You can publish a chart to any page within the application, even to another site collection. The main point here is that the current user must have at least read permission on the source list.
Good day, but which minimal permissions for developing dashboard? only full control on a site?
User should have a contribute permission for the page to add a DashBoard designer web part, and at least read permission to the source list.
