If the issue occurs when you try to open a ticket on a HelpDesk site, then try to (re)deploy plumsail.formsdesigner2013.wsp globally or to the web application with the HelpDesk site (Central administration > System settings > Manage farm solutions). If you don't have such a solution, try installation of Forms Designer.
